Clue: The article is irrelevant but do know about the 2011 constitutional reforms of Morocco.

The king Mohammad VI under the immense people’s pressure announced some major power sharing steps like more authority given to the PM, independence of judiciary guaranteed, civic and social equality given to women etc. Make yourself familiar with all these things.

2. Where small plays: Pg12

Relevance: A nicely written article on the issue of interest rates of Small savings schemes like PPF, KVP etc. All the important committees like Rakesh Mohan committee on small saving, RBI’s Shyamlal Gopinath committee etc have criticized the govt interference and recommended for the market based interest rates mechanism for small saving schemes.

Also focus on the conceptual part like how small savings can help in bridging the fiscal deficit of a country, it can be asked in PT.

3. New central scheme: Pg16

Relevance: The High level expert group’s (headed by Srinath Reddy) report is a nodal document on which our approach for the 12th FYP is primarily based. It has given a detailed road map for ensuring Universal Health Coverage(UHC) by creating a National Health Package, National Urban Health Mission, limited private sector role, health insurance for the poor provided by the govt etc.

4. Timely reminders: Pg4

Relevance: A nice initiative.

5. Other potential 2 markers and tidbits: RISAT-1(Frontpage), NKP Salve(Pg7), Maheshwar Dam(Pg16).
