Relevance: The old debate of National interest v/s infringement over states’ subjects. One of the major contentious issue is that the NCTC under Section 2(e) of UAPA, 1967 has been given the power to arrest and conduct searches without prior consultation with the states.

Know about the proposed functions of NCTC, UAPA, NATGRID, NIA, new NSG hubs etc.

Clue: Know the specific definitions of EEZ, contiguous zone, territorial waters etc. as given under Jamaica Treaty 1982. This will help:

Clue: Take a moment out and read about the different initiatives undertaken by the GOI in the education sector like Saakshar Bharat, Sarva Shiksha Abhiyan ( Education Guarantee Scheme, Alternative and Innovative Education are its 2 major components), Mid day meal scheme (1995) under the National Programme of Nutritional support to primary education NP-NSPE, Mahila Samakhya Scheme, NPEGEL, KGBV, Bharat Shiksha kosh, Prarambhik Shiksha Kosh, Jan Shiksha Sansthan, National Policy on Education 1986, Programme of Action 1992, National Curriculum Framework 2005, Rashtriya Madhyamik Shiksha Abhiyan etc. Refer India Year Book for the details.

Also know about the functions of IGNOU, NCERT and NBT.
